Elaine Bellan

Chief Financial Officer

In May of 2002 Ms. Bellan joined American Security Programs, Inc. as Chief Financial Officer. She has brought forth her vast experience to manage the complexity of organizing and perpetuating financial operations of the young, fast growing security firm with revenues increasing form 6m to 60m within the first five years of her tenure. She has been instrumental in all aspects of the business operations including human resources and administration. In addition to all of the customary financials responsibilities, Ms. Bellan precipitated custom systems in government and commercial costing, employee tracking, and payroll preparation in order to facilitate an improved bottom line during the first growth stages of the organization.  Most recently Ms. Bellan has had a central role in preparing American Security Programs, Inc. for the acquisition by SecurAmerica, LLC.    

Prior to ASP, Ms. Bellan held the position of Vice President of Finance and Administrations with Integrated Chipware, Inc., a high-tech, pre-IPO start-up, to establish the accounting systems/procedures, develop personnel systems/procedures, and create operational systems that were previously nonexistent. Ms Bellan handled all aspects of financial reporting, budget forecasting and preparation which included consolidated statements with a European subsidiary. She prepared the due diligence for two tranches of venture capital funding totaling 13m. Ultimately, she aligned the organization financially and administratively for sale.

Over fifteen years Ms. Bellan had established a modest consulting practice for small businesses, which developed and implemented practices for financial success in all areas of the business management. The procedures were custom designed to support the needs and requirements of business owners. As a controller for hire, she implemented accounting systems, provided financial reports and analysis, and executed all tax compliance requirements. During this period she consulted with a local CPA firm, Thompson, Greenspon, and Co. PC. Her function was to assist principals with special tax and accounting projects. As a consultant, Ms. Bellan worked with Integrated Chipware, Inc., As the company grew Ms. Bellan was offered a full time position as Director of Finance and Administration and retired her practice. She was promoted to Vice President of Finance and Administrations and Director (acting) of Human Resources.

Ms. Bellan started her career with the Virginia Department of Taxation as an auditor determining the compliance of businesses to State's taxing regulations. She was quickly promoted into a supervisory position overseeing and training a team of auditors. When the State passed a sales tax on gasoline in Northern Virginia, Ms. Bellan was chosen to lead a team to develop the field audit process, guidelines, and manuals that remained unrevised for six years.

Ms. Bellan holds a Bachelor of Science Degree in Business Administration from George Mason University in Fairfax, Virginia.
